Environmental Health Officer / Senior Technical Offer posts

General
We are looking for two excellent candidates to work on a permanent basis with Cambridge City Council
Environmental Health Officer / Senior Technical Officer post, to include full Food Standards Agency competency and EHORB as required by the relevant Code of Practice.
The salary for each role is £33,136 to £37,107.
Job Description
Job Purpose
To carry out the full range of duties of an Environmental Health Officer from basic investigations/inspections to the most complex cases in relation to the assigned work team/work area – namely Commercial and Licensing , Residential, and Environmental Quality and Growth.
Main Roles & Responsibilities
1) Inspect the district to which s/he is assigned to keep informed of the environmental health circumstances therein; analysis of complex areas of work, problem solve, make complex decisions and take appropriate action and to liaise with the officers in their team and Officers in other teams/work areas as necessary.
2) Make the necessary arrangements to plan and undertake the agreed work programmed in liaison with the relevant line manager and in accordance with the service standards and quality criteria set by the service.
3) Record details of all visits and action taken in accordance with service policy and procedures by manual or electronic means, in particular to maintain all necessary statutory records. To update and review the accuracy of the Service’s database as often as necessary.
4) Ensure all work required by informal or formal action is in accordance with legislative standards and service policy and is followed up to completion.
5) Take decisions as to what is the most appropriate enforcement action and proceed with that action including the use of informal letters and notices, statutory notices, and after consultation with the Team Manager, make recommendations to the Environmental Health Manager with regard to potential cautions and prosecutions. Conform to the Council’s Enforcement Policy and the departmental procedures
6) Prepare reports, statements of evidence and attend court, public enquiries and committees as necessary.
7) Support and offer technical advice to other officers, students, other staff or contractors as directed.
8) Undertake health education and health promotion in relation to the relevant work areas as directed.
9) Install and/or operate the equipment provided in relevant work areas in order to record or monitor safety and environmental conditions as appropriate.
10) Assist with the practical training of Student EHO’s, TO’s and other staff as required from time to time in the relevant work area as directed.
11) To keep abreast of all areas of Environmental Health to ensure that cover can be provided in all the teams as and when required
12) Officers will be allocated to one of the three operational teams and the relevant section below will apply:
Commercial and Licensing Team
Secure the relevant standards in relation to the all commercial premises and taxi licensing (and persons) in accordance with legislation and service policy. This will include processing of applications, undertaking inspection of commercial premises for food hygiene, health and safety and licensing, investigation of complaints and compliance with licensing conditions, food and health and safety complaints infectious diseases, accidents and sampling. Deal with statutory nuisance from commercial premises. Ensure that relevant standards are applied in relation to outdoor events. Contribute to the improvement of the night time economy in the City. Contribute to the Public Health agenda
Residential Team
Secure the relevant health and safety standards to all residential premises, in accordance with legislation and service policy. This will include removing hazards arising from- repair, amenity, overcrowding, fire safety, energy and home safety. Investigation of statutory nuisance Duties will involve the inspection of premises, the investigation of complaints, the licensing of houses and flats in multiple occupation, and returning empty homes to use. Contribute to the public Health agenda.
Environmental Quality and Growth
Secure the relevant standards in relation to the protection of the environment and promote health and well being in accordance with legislation and service policy. This will include dealing with planning consultations and statutory nuisance on active application sites, LAPPC, air quality, noise, energy efficiency and contaminated land. Contribute to the Public Health agenda.
12) Carry out any other duties as required by your line manager from time to time in accordance with the grading of the post.

Person Specification
Experience Experience of dealing with the public
Experience of carrying out investigations and inspections
Local government experience and/or relevant Environmental Health work experience
Knowledge
Comfortable with the use of ICT in general.
Knowledge of current legislation in this area.
Familiarity with MVM products or other similar computer software

Able to communicate well at all levels, able to present facts and negotiate in a balanced manner.

Education
Diploma or Degree in Environmental Health
Certificate of Registration of the Environmental Health Registration Board ((EHORB)
A relevant post graduate qualification
