Job Title Team Manager – Pest Control
Responsible to: Head of Service
1. JOB PURPOSE:
1.1 Working within the statutory and policy framework of the Council, and in line with the highest professional standards, to manage a team within Environmental Health and Trading Standards.
1.2 To be responsible for the day-to-day management and deployment of resources to ensure the smooth running, good discipline and high achievement of the team is maintained.
1.3 To contribute to the corporate management of the Department and, by developing productive working relationships with other officers across the Council, ensure that the team operates within wider Council objectives that further the Borough Aims.
1.4 A lead on relevant professional issues.
1.5 Develop a strong working relationship with other team managers in the Department and cover when required.
1.6 Cover for the Head of Services when required.
1.7 To carry out enforcement duties as required and to provide specialist authoritative support on pest control and related aspects of environmental health and its administration.
1.8 To carry out a range of managerial and supervisory functions to ensure the smooth running, good discipline and high achievement of the team.
2 DESCRIPTION OF DUTIES:
Main Duties and Responsibilities
2.1 To contribute to the department’s annual business plan through preparation of the local (team) service delivery plan and ensure that its objectives are delivered and that all statutory requirements are met. This will involve developing the plan throughout the year in response to changing priorities from Members, the Government and other initiatives arising elsewhere within the Council. The business plan must reflect corporate priorities and initiatives such as developing flexible working, undertaking Health and Safety risk assessments for staff, progressing e-government, and equalities. It must also complement the Borough Aims.
2.2 Organise and manage resources to achieve a high quality service delivery, focused on the needs of the Borough’s residents and other customers but also delivering on national and local targets. This will involve budgetary and personnel management together with leadership that develops and motivates staff to ensure the highest professional standards (which include a commitment to customer care) are maintained.
2.3 Establishing and maintaining good working relationships both within and outside the Council. Within the Council, this will include the departments of Law and Administration, Transport, Environment and Leisure, Family and Children’s Services, and Planning and Development. Outside the Council, this will include various professional bodies; CIEH, IOSH, DEFRA, the Health and Safety Executive, the Food Standards Agency, Primary Care Trust, the Public Health England, the Police, local businesses, voluntary organisations and advice centres, residents’ associations and community groups e.g. Muslim Cultural Heritage Centre, professional consultants and government departments (Cabinet Office). This liaison role may involve working outside normal office hours.
2.4 Clearly accounting to members of the public, Councillors, the Head of Service and the Director for the team’s performance monitoring, as measured through the Business Plan and local targets reported to Committee. This includes responding to Members’ and other VIP enquiries, and Service Complaints. Performance indicators will be periodically reviewed to reflect changing priorities and new indicators will be developed as appropriate.
2.5 Providing Councillors with professional and technical guidance and advice, preparing complex Committee reports and attending meetings of the Regulation and Enforcement Review Committee and the Overview and Scrutiny Committee as appropriate and when required. This will include preparing responses to Government White Papers, draft circulars and Council questions. The ability to present clear written analysis and practical policy proposals for Members is critical.
2.6 To keep fully abreast of all legal and technical developments in the team’s field of expertise and to pro-actively disseminate the information in a usable and digestible form to members of the team and other relevant colleagues.
2.7 To oversee the range of duties undertaken by staff in the team. To act as ‘Instructing Officer’ for those cases that need to be referred to the Department of Law and Administration for prosecution proceedings, in line with the Department’s Enforcement Policy. To act as Disclosure Officer for other teams’ prosecution referrals. To recommend works-in-default in appropriate cases and to oversee recovery of debt in relation to such cases.
2.8 To maintain an awareness of the wider team agenda as it relates to the Council and an awareness of topical issues including consultations.
2.9 To be familiar with and keep abreast of, the wider work of the Department. This will require a broad interest in the developing Environmental Health and Trading Standards agenda as well as the wider range of services offered by the Council.
2.10 To attend internal and external meetings as and when required. This could include the Association of London Environmental Health Managers Working Groups.
2.11 To prepare proofs of evidence and attend and present evidence at Public Inquiries and court proceedings as and when required.
2.12 To continually monitor the good performance and professional development of staff in the team through the following duties:
Monitoring performance and achievement of individuals within the team against PRP or individual performance development review targets;
Closely monitoring all matters relating to sickness absence or other disciplinary problems of individual members of the team and adhering to RBKC rules and guidance;
In pursuit of the Council’s Investors in People and Equalities approach, identifying training and other opportunities for staff that are consistent with their individual development needs and the wider needs of the Department, within the constraints of the training budget.
Building team training plans which form part of the Departmental Training Plan and the Workforce Development Plan.
2.13 To take responsibility for a number of controllable team budgets. To closely monitor expenditure on the budgets relating to the team, identifying over or under spend and making appropriate recommendations to the Head of Service for referral to the Departmental Management Team.
2.14 To participate in the recruitment and selection process for the team and in appropriate cases where requested to assist other teams/services, including attendance on interview panels as necessary.
2.15 Be responsible with other team managers for responding to peace time emergencies and emergency planning exercises.
2.16 Ensure a full and planned contribution is made by your team to the Public Health Agenda.
2.17 Business improvement: An initiator/driver of change with new ideas and initiatives to ensure the Department/Division/Team continually improves through examining its business processes. Aim for the team to be a top quartile performer but with lower quartile costs. Ensure that business processes and legislative requirements are incorporated and reviewed in IT systems.
2.18 Able to work flexibly, for example in making a contribution to the management of the Department’s out of hours Noise and Nuisance service and other special events. Must also be able to manage a flexible workforce including people who may not be based in the Council Offices, and people who may not be working a standard 9.00am-5.00pm pattern.
2.19 Responsibility for the team’s Health and Safety and welfare.
2.20 To carry out such other duties relevant to the post when required by the Head of Service or the Director.
Specific to Pest Control
2.21 To keep abreast of all legal and technical developments in specified area of the operational team and to pro-actively disseminate information to colleagues.
2.22 To provide a training and development function in pest control to ensure the team is recognised as a “centre of excellence”. To act as a “consultant” in order to give advice and assistance on pest control matters to manages and staff in the Environmental Health department and across the whole range of council services.
2.23 To negotiate and price contracts for pest control work with other Council departments and the Tenant Management Organisation. To ensure that those contracts are being delivered effectively and to monitor cash flow from them.
2.24 The analysis of the treatments strategies to ensure effectiveness as well as the health safety and welfare of the Pest Control Officer and the client including particularly vulnerable individuals such as the elderly and young children.
2.25 To investigate complex infestations, identify the cause or causes and to co-ordinate the necessary enforcement action including the service of notices under the Prevention of Damage by Pests Act 1949 and Public Health Act 1936.
nb The post holder should be able to transfer his/ her skills into the role of any other Team Manager if necessary.

CIVIL AND OTHER EMERGENCIES
Together with the Head of Service you will support the Council’s role in planning for and responding to civil and council emergencies using skills/expertise of the post holder and in accordance with council emergency procedures. To provide emergency contact details for the purposes of emergency and service continuity plans.
To ensure service continuity plans are in place for all the business units you manage that will enable them to deliver essential services following a business disruption and, where requested, ensure your service is prepared to respond to the needs of the community following an emergency.
To use the Council’s office-based and mobile IT services for the input, access and transmission of information using the appropriate level of information security and classification through the use of electronic mail, diaries, word-processing, spreadsheets and databases as well as any specific job-related applications as required to carry out the duties of the post.
Contribute to ensure the Council’s data quality and information rights are compliant by managing the administration of information, application systems, technology and staff so that the business unit complies with the Council’s Information Management related policies.
To ensure adequate guidance is available to business unit staff through the production and maintenance of documented procedures and processes supported by relevant training.
During audits, to be able to demonstrate compliance with policies by the production of satisfactory supporting evidence.
