Job description Environmental Health Officer
General
To undertake a range of professional Environmental Health and licensing duties, through advice, investigations, education and enforcement and working as part of multi-disciplinary teams, to enhance and protect the quality of the environment and the safety and quality of lives of residents, employees and visitors to the borough.
To assist and deputise for the Regulatory Services Manager, in leading, directing and controlling a team within the department and to be responsible for the team’s delivery of a high quality service to its service users.
To maintain a specialist knowledge in a subject area to provide a resource for the council.
Job Description
Main Duties & Responsibilities
To undertake inspections, monitor and appraise premises, processes, substances and environmental conditions. To evaluate conditions and initiate effective action, using appropriate legislation, where necessary. To draft, sign and serve notices, where appropriate and carry out enforcement action where appropriate, in accordance with Council procedures; initiation of prosecutions; referral to other members of staff, Council departments, or agencies. To ensure that service users are kept informed of actions and progress, at all significant stages.
To prepare cases for prosecution, in line with the Council’s enforcement policy; taking statements and preparing affidavit evidence in appeal cases; acting as an expert witness at tribunals, courts and enquiries.
To deputise for the Regulatory Services Manager when required and, lead, direct and control a team within the department.
To provide expert information, advice and opinion on aspects of Environmental Health and maintain competency by undertaking training, research and Continued Professional Competence.
Operation and execution of service joint performance visits at premises and control of the budget for this service, where appropriate.
To represent the department and the Council at internal and external meetings and act as a consultant nationally as required.
To assess job applications in line with the Council’s recruitment policy and conduct interviews for the recruitment of staff.
To assist in the development of professional, technical and administrative staff by carrying out training and mentoring as required. To assist in the training of students.
To set maintain and review appropriate standards of performance and conduct within the team including carrying out peer reviews as appropriate.
To write reports to the Director or Council Committees where necessary.
To improve conditions of premises or practices within them, where appropriate
Knowledge
Wide accurate and contemporary knowledge of Environmental Health.
Knowledge of spheres of responsibility of other Council departments and relevant outside agencies e.g. Police, Fire Brigade.
Seasoned, professional knowledge to interpret and apply relevant standards and statutory obligations.
Qualifications
Degree or Diploma in Environmental Health.
An additional post graduate qualification
Personal Attributes
Must have substantial experience post basic qualification.
The period may be reduced on possession of either a Diploma in Acoustics, Diploma in Atmospheric Pollution Control, Certificate in Health Education, Diploma in Health & Safety at Work, a relevant Master degree, e.g. MSc in Noise Control Engineering, MA in Urban and Regional Studies or a similar relevant qualification.
