Job Description Strategic Risk Advisor
Responsible to: Head of Audit and Risk Management
Main Purpose of the Job
1. To manage, promote and support effective enterprise risk management across the Council.
2. To support the treatment or mitigation of risk through insurance, self-insurance and alternative risk financing.
3. To manage the risk management service plan, and ensure that the risk management ethos is established and evidenced.
4. To provide training and facilitate education around risk management, particularly around project risk management.
Duties & Responsibilities
1. To contribute to the development and delivery of the risk management service plan in support of the Corporate Risk Management Strategy.
2. To attend and where required, chair various meetings and groups that has a risk management interface
3. To develop through consultation and collaboration “risk standards” as identified in the service plan
4. To offer operational risk management advice, facilitate risk sessions and provide assistance in risk control programmes.
5. To liaise with other functions that has risk as an implicit or explicit responsibility to ensure a cohesive approach to risk issues
6. To assist and collaborate with the Council’s Head of Risk Management in developing processes to allow for dynamic risk mitigation principles, as well as extending the portfolio of optional risk financing arrangements.
7. To be responsible for the Council’s risk management systems JCAD risk and provide effective support in ensuring that it is effectively used.
8. To manage compliance across the Council with the risk management strategy and guidance; to ensure maintenance and review of all written and electronic risk guidance.
9. To provide analytical support to the Insurance Service and to provide support to the Head of Risk Management and Audit on a range of risk management issues, including the provision of insurance and alternative risk financing.
Job Activities
1. Manage the maintenance and updating of the corporate record of directorate, strategic and corporate risks
2. Manage the quarterly update of risk registers.
3. To manage the coordination and support the quarterly risk champions meeting.
4. Draft risk schedules and analyses as directed by the Service Head Risk for reporting to CMT and the Audit Committee.
5. Provide advice to officers on risk assessment, controls and risk treatment.
6. Make presentations to team and management team meetings and workshops on risk assessment and treatment.
7. Undertake reviews of risk management processes and registers.
8. Produce agendas, papers and minutes for the Risk Champions Group.
9. Manage the maintenance of written guidance and the risk management intranet page.
10. Manage the running reports on risk management systems, including JCAD and LACHS successor systems.
11. Undertake analyses, including claims history and budgets.
12. Direct admin staff routine administrative tasks in support of the risk management service, including performance reporting
13. Undertaking a wide range of tasks in support of the Head of Risk Management and Audit.
14. Attend and contribute to team meetings.
15. To participate in the Council’s performance management scheme.
16. Ensure that all duties and responsibilities are discharged in accordance with the Council’s Health & Safety at Work Policy.

18. As directed, the post holder will undertake additional duties and responsibilities that may arise from time to time commensurate with the grade of the post.
